Master Item File Data Analyst

General Summary:

The Contracts Compliance and Data Analyst will be responsible for ensuring the accuracy of all product, supplier, and manufacturer information on 60,000+ unique items available for purchase on approved Contracts on a system wide basis. 


  1. Maintains the Master Item File database and associated tables including the addition, activation, and inactivation of items, and editing of existing item records, supplier records, and manufacturer records.

  2. Coordinates with Procurement Officers within the Centralized Procurement Management Division and throughout all Departments to obtain new item information and pricing records for Contracts with items to be maintained in the Item File.

  3. Coordinates with Procurement Officers within the Centralized Procurement Management Division and throughout all Departments to prepare future pricing records for anticipated and ad-hoc supplier pricing adjustments, and to monitor and audit pricing adjustments within the Master Item file on a routine basis.

  4. Conducts routine audits of Master Item File records to ensure compliance with applicable contracts, including item specifications, approved Contract Effective and Expiration Dates, and committed pricing.

  5. Resolves discrepancies as they relate to Master Item File by coordinating with Procurement Officers within the Centralized Procurement Management Division and throughout all Departments.

  6. Responsible for understanding all system interfaces and processes that affects the Master Item File.

  7. Responsible for consulting with and providing training to Procurement Officers, Departmental Personnel, Departmental Directors, Inventory Managers, and other personnel as needed on matters pertaining to Master Item File Data, Contract Compliance, Requisitioning questions related to Item File data, a system processes and procedures in support of Master Item File requirements.

  8. Responsible for ensuring all data files are formatted appropriately for importation into the Item Table. Organizes files for exportation as needed for requesting departments, and conduct routine auditing of imported files to ensure Master Item File Accuracy.

  9. Supports the Chief Procurement Officer, Centralized Procurement Supervisors, and Procurement Officers, as well as Department Directors, Supervisors, and Procurement Personnel through development, generation, and analysis of statistical and financial reports as necessary.

  10. Interfaces with various Departments as needed to ensure appropriate assignments of work categories in support of the Vendor Utilization and  Programs, and assignment of Financial Object Codes in support of transactional accuracy and use of appropriate funding channels.

  11. Performs related duties as required in support of general and specific procurement activities.

  12. Assists with maintenance of policy and process and procedure documents.


  1. Requires a bachelor's degree from an accredited college or university.


  1. Requires knowledge of general procurement, a minimum of two to three years of Item File Management or similar experience, preferably within a government entity. Must have advanced knowledge of Microsoft Excel.  Experience with Microsoft Access, Power BI, or other BI  tools, and Tableau is preferred.

Knowledge, Skills and Abilities:

  1. This position requires in-depth knowledge and hands-on experience with Item File and/or data management and related issues.

  2. Excellent analytical and organizational skills along with strong writing, communications, reporting, and analysis skills required.

  3. Individual must be capable of managing numerous projects simultaneously and maintaining a high leadership role on the team.

  4. High proficiency required in Microsoft Office Suite products, with proven ability to display accurate, precise, and expedient data entry skills.

  5. Knowledge of purchasing principles, practices, laws and regulations governing public procurement.
